"Near Me" and "In" City Keywords

When targeting keywords for a local service is it worthwhile using these words in URL or Title?

Google knows where you are NEAR to and what city/location you are IN, so does using the words offer any benefit.

Looking at Google KW Planner and Serpstat (national search) there are quite a lot of searches with "near me" in the exact match search for local services (about 66% of same search without "near me").

Does anyone know if this has been discussed in any of John Mueller's Hangouts?
