I have a question from an seo perspective, is it worth it to move from a shared hosting into a vps? Could penalties on other sites on the shared hosting harm those sharing the ip? Bad neighbors sharing same ip could negatively affect my site? I hope that you can dig into this topic.

If you are buying a VPS only for a shared ip address, then it's better to buy a dedicated IP from your host & assign it to your hosting account.
