My site is getting a fair bit of visibility in Google Search, but the traffic that's coming from it is absolutely nothing like what we were expecting.

Over the last month Search Console has recorded around 175K impressions and the CTR is still sitting at around 0.35%. That's a massive number of impressions in the SERPS and we're still not seeing much traffic.

We've tried various title tags, re-written meta descriptions and have also improved the content itself. To date though the results have been pretty unimpressive.

We're trying to work out where the real problem is. Are our pages just not ranking high enough to get any traffic at all? Are the snippets not good enough? Or are we just appearing for searches that aren't actually relevant to the content of the pages?

For anyone who's come across it with their own site, how did you go about fixing it?

Would you rather spend your time improving the pages that are already getting impressions or would you rather spend that time on creating content around better targeted keywords? And how do you use Search Console to work out which pages are actually going to grow and which pages are just not getting the right audience at all?

I'd be interested to know what worked for you, in particular if you've managed to get an increase in clicks without necessarily having to dramatically increase your publishing load.

The first thing to look at would be the average position of those impressions. If a large number of your pages are sitting well below the first page, then a low CTR isn't at all surprising. Sort the queries by impressions and look at the ones where you're ranking somewhere in the 6-15 range. Those are typically better opportunities than starting from scratch.
