A friend bought into a travel agency. For a one time fee of $1,000 plus a monthly fee of $100, the agency supplies him with a website. The website is a subdomain of their own website. They do this for all of their agents, exact same website, exact same design, exact same content.

Does this risk a duplicate content penalty?

The root domain has a DA of 40 according to MozBar. Will any of that be passed to the subdomains?

The root domain's top ranking keywords are mostly related to becoming a travel agent and being a travel agent from home.

Should I recommend he build his own site, or does he stand a chance using the subdomain?
 
They would be better served to get their own site and focus on local search if they want to get any sort of rankings to grow the business.
